You would not want to connect Vcc and Gnd together. That would short circuit the power supply.
A: ABSOLUTELY Vcc must always be positive to ground reference. That does not means that it will not work if Vcc is at ground and ground is -5 volts. both situation are valid.
You might hav connected pins 3 and 12 both to the ground or vcc.... connect 3 to vcc and 12 to ground....:-)

Connect the cards to the motherboard and use the jumper which came with the motherboard to connect the 2 cards together ,and there you go!
