Family beach resorts both luxury resorts and more casual resorts can be found through The AAA, travel blogs, travel forums, and often The Chamber of Commerce in a particular city/area. The Travel Channel on TV is always visiting and rating the best beaches.

If you are looking for luxury resorts on the Mexican Riviera, I would look at Cabo San Lucas, Mazatlan, and Puerto Vallerta. I took a family vacation to these cities a couple years ago and had a blast. We spent a day at a beach front resort in Mazatlan. The resort had a great view, all the amenities, and great food. These cities are definitely resort cities, with shopping, restaurants, and entertainment. They also offer a sneak peek into the Mexican culture and history.
If one is looking for hotels to stay in in El Quseir, one might look into Moevenpick Resort El Quseir, Radisson Blue Resort, or Flamenco Beach and Resort.
Definitely in a popular tourist area. If you want to build a mountain/ski resort you should look into places like Tahoe, Aspen, Flagstaff, Jackson, Sun Valley, etc. If you are looking to build more of an upscale style resort, I would look into L.A., Miami Beach, Scottsdale, etc. For beach resorts, look into Myrtle Beach, The Jersey Shore, The Outer Banks of NC, Honolulu (Or anywhere in Hawaii), etc. Also depends on how much you are willing to spend. Obviously L.A. and Scottsdale are going to cost more than Myrtle Beach and Tahoe. But if you are willing to pay more, you will get more out of a resort located in cities known for relaxation, restaurants, and resorts, such as Scottsdale, Hawaii, Aspen, the Outer Banks, etc.
The cheapest resorts in Cabo San Lucas include Fiesta Americana Grand Resort, Marina Fiesta Resort, Sheraton Hacienda Del Mar Resort, and Cabo Villas Beach Resort. You might also look at Playa Grande Resort and Villa Del Palmar Resort.

The wintertime beach would look similar to the summertime beach.
If you look at the correct beach, you would like to go to Germany!
It would look the same with just a little less water. It wont be dirty unless the people dont help clean the beach.
