Most patrol cars are outfitted with partitions between the front and back seats to make a "prisoner cage." Suspects are usually seated there, assuming the car is so equipped. The back seat area does not have functional door handles and window controls, to keep prisoners from escaping. If the car does not have a prisoner cage, the prisoner is usually seated in the front passenger seat, with a second officer (if present) seated behind him in the back seat.

I would suspect the park pawl gear is broken.
