Internationals normally have them behind the dash on the passenger side. If there's a glove compartment, it'll be behind that door. If it doesn't, there'll be a panel you can remove to expose the fuse and relay panel.

It is the same fuse that feeds the PCM. So if the truck runs and the alternator works it is not a fuse.
