Yes, a tank of oxygen can be half full. The oxygen would be stuck in said tank meaning no more oxygen can get in unless refueld.
As you increase in altitude, the air becomes thinner. When the air is thinner, there is less oxygen you can breathe in with each breathe. Because of this (at that altitude), when you are doing a strenuous activity, such as climbing up K2, without oxygen, you will not be able to breathe enough oxygen from the air on your own. On top of this, many people have to spend time at those higher altitudes before climbing these tall mountains so that their bodies can adjust slowly. When someone goes to a higher altitude with less oxygen, the body slowly starts to create more red blood cells to compensate for this. With more red blood cells, the body can obtain more oxygen with each breathe. Some people who have acclimatized enough, are in great shape, and/ or are just genetically built for it - can go up K2 and Everest without an oxygen tank. In fact, using oxygen on Everest if sometimes blamed as one of the factors for the increase in accidents on this mountain. This is because people who are not in proper shape, experienced enough, or just shouldn't be up there can make it to the top of this mountain if they use an oxygen tank.

I would think so, because there are two of them mixed together. Air in a scuba tank or anywhere else should be heterogeneous. A scuba tank filled with either oxygen or nitrogen would be homogeneous.
The higher you go up away from the Earth's surface, the less oxygen can be found in the air and more of gases we don't need to breathe in. So, as the mountaineer goes higher up, breathing becomes harder and your body works slowly, reducing reaction times. By carrying an oxygen tank, the mountaineer can always be breathing the perfect concentration of oxygen they need at all times.
They would die from lack of hygiene and Oxygen.
