Nowhere, because Chimchar isn't in the game at all. It wasn't introduced until the 4th generation games (Diamond/Pearl/Platinum).
chimchar would be the best. try it out for your self. but the only problem is you will be stuck on the first gym. so maybe chimchar would not be good.
i don't think you can find it in Pokemon emerald but if you could i think it would be in the fiery path.
You cannot catch a bulbasaur or any of the starter Pokemon from kanto or johto in Pokemon emerald. These Pokemon must be traded over from Pokemon versions leaf green and fire red. I wish starter Pokemon could be found in the wild, it would be so much better. :)

No. The three starter Pokemon are Chimchar, Piplup, and Turtwig. You would have to trade it to Pokemon Emerald, Ruby, Saphphire, Firered or Leafgreen and then migrate it at the Pal Park. Unless you have a DS Action Replay you have to do it like this.

You can't catch Chimchar in Pokemon pearl. Chimchar is one of the three beginning Pokemon you can choose from in the beginning of the game. that is the only way to get Chimchar (you can get Chimchar from GTS, trade, or Action Replay).

the correct answer is shelgon, but im guessing that you would likethe first evo. as well and that would be bagon, which you can catch in metiorite falls in pokemon sapphire, ruby, and emerald.
