He is completley invisable so just go around town and he may talk to you if you get close enough to him but you wont know were.
Wisp appears on a random day after 8pm, staying until after midnight (exact time needs confirmation). He is located at a random part of town and cannot be seen; if the player approaches Wisp's location he will greet them and ask them to come closer. As they approach, wisp will appear, asking the player to find an item called "empty lamp" somewhere in their town. sorry i have to add = whisp is usually found in the south east of your town near the beach on Saturday or monday nights after 10.
If you find the lamp, Wisp will be in your town at 8:00 pm that night. He will be invisible, so you have to search for him.
to find whisp the ghost, you must go to the most south eastern part of your town. after you see him, go to your attic and rub your empty lamp. he will either a) give you a rare idem b) squish all of your cokroaches or c) pull up all of your weeds. TRY IT!!!!!!!!!!!

Yes. He comes beetween 12pm-2am. You will c him and he will ask you 2 find 5 other ghosts, however, he will only come if your town is weedy and messy. Then when you find all 5 spirits, he will grant a wish for you. My friend told me this as She has seen him. ,I have not. I would never go on my ds that late! lol
