No, a helicopter cannot take off from the moon because there is no atmosphere on the moon to generate lift for the helicopter's rotor blades. Helicopters require air to push down against to lift off the ground, and since the moon has no atmosphere, a helicopter would not be able to take off.
The best helicopter for what purpose? If you want to take 11 infantry soldiers into combat and support them during the fight, the Hind is a good helicopter. If you want to dry cherry trees, it's too big, takes too much fuel and costs too much.

The helicopter begins to fall because gravity is pulling its weight. As the helicopter accelerates, the air passing past the helicopter creates drag, as the helicopter continues to accelerate the drag Increases until the drag becomes equal to the weight, stopping it from accelerating. Even if the helicopter did not auto rotate it would still reach a terminal speed, however the terminal speed for the non auto rotating helicopter would be a lot higher and the helicopter would take longer to reach this speed.
A very larg helicopter may be able to take off with an added 50,000 lbs. of weight. A good sized modern train is going to be significantly larger than this. The helicopter's blades would likely give out as they are suddenly reversed if you just "slammed on the brakes" so to speak. If you had the helicopter going at the same speed as the train, and slowled the helicopter down as much as possible, the train would eventually stop if the locomotives were not powering the wheels (it would stop without the helicopter, too, and would be infinitely safer for the helicopter pilot). If the locomotive is powering the wheels, the helicopter's not going to do a whole lot.

It depends on the circumstances. A rescue helicopter, for instance, would be allowed to take anyone. The helicopters at an air show may have some restrictions due to insurance etc.
