Viridian Forest...slim chance though...but you'll need the pikachu later on in the game.

Pikachu can be found in a few places. The best place to find him is in the Viridian Forest. Pikachu can also be found by trading for him online. If you want to get a special Pikachu, you can find Lt. Surge at the magnet station and trade for his.
You cant find a pikachu in pokemon Heartgold so your gonna have to either 1) Level up a Pichu with high enough friendship or 2) Trade one with Pokemon Diamond Pearl or Platinum
Well, Pikachu can be obtained by 4 choices: Wi-Fi Event, Virdian Forest, Lt. Surge trade, and breeding a Raichu/Pikachu by getting a Pichu Egg and evolving it with happiness.

You have a 30% percent of getting a Pikachu in Virdian Forest.

Breed a Pikachu - Pikachu or Raichu - Raichu - or Raichu - Pikachu.

It takes 30-70 minutes to breed if they are the same OT number and different types of Pokemon.

Same Pokemon: Takes 1-6 Minutes. LOLZ :D

Different Types but different OT number: 15-45 minutes.

Wi-Fi Event - The Spiky-Eared Pichu also known as, (Notched Ear) in the appearance of the Pokemon 12th Movie (Arceus and the Jewel of Life). First Pichu: Holding the Everstone (Spiky Eared) Second Pichu: Zap Plate.

If you take off the Everstone, it will cause the Pichu to evolve to Pikachu.
