EXP usually stands for the "Expiration Date", most prominently used when entering credit card information.
Many versions of wine do not have an expiration date, simply because many types of wine tend to get better with age :)
The exp. date jan15 means January 15th of the same year you got the product.

From a safety standpoint there is no expiration date on products like these. Bacteria need water in order to grow or survive and hard candies do not have enough to support they're growth. The only problem a candy like Spree might have if it gets too old would be that the flavor would change and it might not taste as good as it did when it was fresh.
