Every country in the world approved the 1987 Montreal Protocol, which led to the phasing out of the production of CFCs (chlorofluorocarbons), the major cause of ozone destruction in the atmosphere.
Some countries did not sign of this Montreal Protocol is an international treaty designed to protect the ozone layer by phasing out the production of numerous substances believed to be responsible for ozone depletion. Because they are not aware in the environmental issues that affects also in their own countries.
A total of 13 CFCs and HCFCs were banned under the Montreal Protocol in 1987. Scientists have now found four more different CFCs and suspect there are more. These gases may come from chemical fertiliser production, but they may also be from an illegal source. These CFCs are slowing the recovery of the ozone layer hole over Antarctica.
Albuterol inhalers used to be powered by CFCs (chlorofluorocarbons). Because of the Montreal Protocol to phase out the use and production of CFCs, since 2008 all Albuterol inhalers are powered by hydrofluoroalkanes (HFAs).
It is the responsibility of everyone. In fact, every country in the world has already agreed, at the Montreal Protocol Treaty in 1973, to stop making CFCs (chlorofluorocarbons). This means that the ozone layer is actually repairing itself and should be intact again by 2050, and CFCs are no longer contributing to global warming.

CFCs were the compressed gas that was used as "spring" to push the can contents out of the container. CFCs have been replaced with HCFCs as a consequence of the Montreal Protocol.
The Montreal Protocol.
Enforcement of the Montreal Protocol to reduce emissions of chlorinated hydrocarbons and protect the ozone layer can be described as soft enforcement. There is no central court to try and fine non-compliance. Countries who participate in the protocol monitor and report on the production and use of CFCs in their boundaries. They do not allow import of goods containing CFCs from sources which are not party to the Protocol.

CFCs are greenhouse gasses banned under the Montreal Protocol.
I'm quite sure the answer is Montreal Protocol:)

Refrigerators do not produce CFC. Old equipment contains these materials as they were the refrigerant of choice before the Montreal Protocol. The old equipment lost the CFCs to the atmosphere due to leaks and gasket failure.
