This sounds suspiciously like John's recorded account in Revelation of what he saw in a vision where he was taken to the very throne of the Father in the third heaven. The Father held a completely sealed scroll containing the end time prophecies in His right hand:

"...I saw in the right hand of Him that sat on the throne a book written within and on the backside, sealed with seven seals..." (Rev.5:1).

But, it isn't God who asks who will go down to save mankind... but:

"...I saw a STRONG ANGEL proclaiming with a loud voice, Who is worthy to open the book, and to loose the seals thereof?" (verse 2)

John records that he himself became overly distressed in his vision and wept bitterly because:

"...no man in heaven, nor in earth, neither under the earth, was able to open the book, neither to look thereon. And I wept much, because no man was found worthy to open and to read the book, neither to look thereon." (verses 3-4)

It's then, that the significance of the Father holding the scroll in His "right hand" becomes evident. It has to do with His Son, Jesus Christ, who "stands at the right hand of the Father" - (Acts 7:56)... the Lamb of God.

And it is He who steps forward:

"...Weep not: behold, the Lion of the tribe of Juda, the Root of David, hath prevailed to open the book, and to loose the seven seals thereof. And I beheld, and, lo, in the midst of the throne... stood a Lamb as it had been slain... and He came and took the book out of the right hand of Him that sat upon the throne..." (verses 5-7).

In these visionary passages are found the primary elements of the question. The Lamb indeed steps forward... but a "strong angel" poses the query, not God... and the query is in regard to 'who is able to open and reveal the contents of the sealed scroll,' not 'who will go down to save mankind.'

No other scripture in any other book comes to mind or comes as close.
