I would go for morrowind if you want a more immersive game world with better stories, but go for Oblivion if you want better gameplay mechanics like vaguely interesting combat and also in oblivion being a mage is a feasible option unlike morrowind. Personally I preferred morrowind, and mods can fix the gameplay issues in morrowind.

No version of the Elder Scrolls III: Morrowind has been released for PlayStation 2. It was only released for the PC and the X-Box. The PC version is shipped with the Elder Scrolls Construction Set, a tool for editing the game-world. There is no editor available for the X-Box version.
