Five countries have parts on the Iberian peninsula. North to South: France, Spain Portugal, Andorra, and the British Overseas Territory of Gibraltar. To leave out France is to not understand what a peninsula is.
If you mean ENTIRE countries one would still have to include Andorra, and arguably Gibraltar.
