Overall, usually more rural areas seem to have lower insurance rates due to lower claims amounts. Some companies however, target more suburban areas because their are more people there with higher disposable income and therefore more premiums but still with low claims usually. The only factor that is mostly true across the states is that urban higher crime areas reflect the highest rates under normal circumstances. This makes sense as claims are always higher with thefts drastically higher, insurance fraud is more prevalent, and other factors that raise insurance claims.
