By giving IV fluids you increase the volume of fluid that the heart has to circulate thus increasing the blood pressure.
High blood pressure would lower the administration rate of a gravity IV drip. It would have no real impact on injection via syringe.
Taking blood pressure is not recommended on a limb with an IV because it can cause the vein to blow, resulting in a new IV line needing to be inserted. You can take a blood pressure on an IV limb when there is no other choice but try to do it far away from the IV site. If the IV is at the wrist/hand use the upper arm, if it's at the elbow use the lower arm close to the wrist.Good Luck I hope this helps.

Pathological and dangerously high blood pressure can be lowered by using alpha blockers, beta blockers, ACE inhibitors etc. An example is Labetalol IV.
An IV injection, if you are injecting into a blood vessel, then you bypass absorption reach maximal level in the blood.
I believe CIV is actually C-IV, indicating a schedule 4 drug.

You COULD, but traces of the drug would be transferred over to the donated blood. I don't know if the donated blood is tested for it, but the medical personnel doing the collecting would definitely be told to watch out for donors like that, and to turn them away.
