Palpatine gave the order and told the Clone Commanders it was because the Jedi were exacting their plot to take control of the Republic, but it was actually Palpatine that was taking control.
No she did not. But she did lead a clone army as a general during the Siege of Mandalore at the end of the Clone Wars.
