If you mean the Concilium Plebis, no, the patricians had nothing to do with it. It was a counsul of the Plebs. It could only be conviended by a Tribune of the plebs or an aedile of the plebs.
It changed over time - initially the Patricians, the Plebs progressively gained power through sharing the magistracies, then establishing tribunes of the plebs with veto power, and a Plebeian Assembly.
