No. Sorry. It's a "Spin off game", meaning that it has no connection to any other games in the Pokemon series.

Unfortunately the Mystery Dungeon spin-off series has been discontinued. A third generation was made for the Wii in Japan back in 2009, but it was not successful enough. And thus the game was never exported, and the series was ended. However Nintendo does offer other Pokemon spin-off series, such as the continuing Ranger, Poke Park, and Rumble series.
All Pokemon in the Mystery Dungeons spin-off games CAN evolve. This is done AFTER completing the main story and unlocking Luminous Cave. You CANNOT have any other Pokemon on your team upon entering the cave. Don't forget to give it an item if your Pokemon requires one to evolve. Have fun!
In the main games, there are no items that lower a Pokemon's level. However in the spin-off, Pokemon Mystery Dungeon, there's an edible item called the Doom Seed which will lower the level of the Pokemon that eats it by 1 level.
it really depends on your type: do you like spin-off titles or pure, original "stick to the seeries rpgs? Pokemon ranger is a really fun spin of title, but i would really suggest playing a classical rpg game like platinum, or emerald, or fire red/ leaf green to give you a better in sight on the world of Pokemon. Normally, my opinion is: don't get it as your first Pokemon game, or your views of Pokemon may really shift, as pkmn ranger gets pretty boring after you beat everything there is, where evers in other games such as rpg and the mystery dungeon series, there are still many things to do, like battle with friends ( normal rpg like diamond, peral... etc) or do many missions and trade items with friends, and help each other in dungeons ( Pokemon mystery dungeon series) Over all, for your first Pokemon game, get platinum version, or Pokemon mystery dungeon explorers of sky
