In my own personal experience Chikorita, but that's only because I prefer fire types.
A table has 'Cyndaquil-easy ,Chikorita-hard ,Totodile-moderate' writen on it. Cyndiquil evolves at level 14, Then Quilava evolves at level 36 into Typlosion. Chikorita evolves at level 16, Then Bayleef evolves at level 32 into Meganium. Totodile evolves at level 18, Then Croconaw evolves at level 30 into Feraligator.

It is in the beginning of the game when you are entered in Prof. Elm's Lab. If you chose Totodile your rival chooses Chikorita, but if you chose Cyndaquil your rival will choose Totodile. Other wise it'll be harder to find without those requirements, besides trading.
