As of my knowledge cutoff in October 2023, there is no official Lugia Pokémon card that can deal 2000 damage in a single attack. Pokémon Trading Card Game mechanics typically limit damage output to much lower values, usually in the range of hundreds at most. While certain cards may have effects that can amplify damage, reaching 2000 damage would be highly unconventional and is not standard in the game.
A foreign trading card is generally worth less than an English copy, so most Japanese Pokemon cards will not be worth as much, although some Japanese Pokemon cards will be worth something.

But they're like $50.00 on ebay. There's only about 50 cards in existence. The production of the cards went for only about a month.
