Actually it was never made a federal holiday. Before 1968, Washington's Birthday was a federal holiday (22 Feb) and some states celebrate Lincoln's birthday as a state holiday (12 Feb). In 1968, Congress passed the Uniform Monday Holiday Act which moved the observance of Washington's Birthday to the third Monday in February. There was an attempt at that time to rename the holiday Presidents' Day to honor Lincoln and Washington, but it failed to get passed by Congress. So the actual name of the federal holiday most people call Presidents' Day is actually Washington's Birthday as written in federal law Title 5 US Code 6103. Some presidents have mistakenly refered to the holiday by its common name.
