That can be a trick question. Do you mean which state has the most licensed hunters who hunt in that state? Or the most hunters who hunt in ANY state? Or which state has the most people participate in hunting, or purchase hunting licenses regardless of their residency?
Are you including ALL hunters or just Big Game (deer, elk, moose, etc.)
