The 10th Amendment to the United States Constitution generally provides for states' rights. It says that any power not granted to the federal government belongs to the states, and to the people.

Fifth amendment
It guarantees people of all races and colors the right to vote in the United States. At the time of its ratification it would have been primarily to insure the rights of Blacks (African-Americans) to participate in the government of the United States. This Amendment does not protect the right for a women, of any race or color, to vote in the United States (19th Amendment).
The majority of states that did not ratify the Equal Rights Amendment were located in the Midwest.

The 6th Amendment of the Constitution is part of the Bill of Rights. The Bill of Rights is the first 10 Amendments of the Constitution. The Bill of Rights were introduced by James Madison to the First United States Congress in 1789. The Bill of Rights were ratified in 1791.
