It depends on how you define 'best'. If it is for one particular chemical in the air, like a phermone, then the answer would be a moth. If it is blood in the water, then it would be a shark. But, if you mean best as having the largest capacity for the most complex chemicals, the answer would likely be a bear, specifically Polar Bears. Their sense of smell is about 7 times more powerful than a Bloodhound. A Polar Bear can smell a seal carcass from 100 miles away and can track multiple targets at once.
Dogs.
Moth is the correct answer. Saw this on a gameshow. Who Wants to Be a Millionaire web version.
Haha, I was playing who wants to be a millionaire as well. So I agree Moth is the correct answer. :]

Traditionally, bloodhounds, but good sniffer dogs of many different breeds are used, beagles are a popular choice. I remember reading of a German shepherd who was the best sniffer dog in the US. All dogs have a an extaordinary sense of smell - about 500 times as sensitive as humans. That German shepherd was something of a freak, and was about 1000 times more sensitive. He was fed a special diet and housed in purified air.
