The animal that has the largest skull on the shortest spine relatively speaking would probably be a Human (Homo Sapien) or a Neanderthal (Homo Neanderthalensis), both Neanderthals and Humans have relatively large skulls as they are well encephalized. they also have a relatively short vertebral column, the most flexible and shortest backbone among all primates.
