In Article VI section 2 the Constitution states that all debts that are owed by the US before the Constitution is enacted are also owed by the US. Meaning that the US isn't going to blow off their old debts because of the beginning of a new nation.
Article VI of the US Constitition simply says that any debts owed before the Constitition was ratified, are valid under the Constitution.
All debts and treaties entered into prior to the adoption of the Constitution shall be considered valid and will be honored by the United States of America.
Article Six establishes the United States Constitution and the laws and treaties of the United States made in accordance with it as the supreme law of the land, forbids a religious test as a requirement for holding a governmental position and holds the United States under the Constitution responsible for debts incurred by the United States under the Articles of Confederation.

This is 2 separate issues. The national debt has just gone up because of the new tax laws that were recently passed. The constitution is a working document and is the framework for government and is used everyday.
