The majority of criminals do not vote, but the ones that do are more likely to vote Democrat because of their policies that coddle criminal behavior. Republicans are more likely to favor policies that focus on the punishment of criminals like the death penalty and harsher sentences. Democrats tend to favor policies such as granting felons the right to vote, and social programs that invest resources in the "rehabilitation" of criminals. People vote out of self-interest. Criminals are no different.

While I do not no the exact months, I believe I remember hearing during my Criminal Justice courses that it is during the spring and summer. Like animals that come out of hibernation, criminals tend to be more active during nice weather. This is probably due to several reasons. One, during the winter and fall people tend to spend more time at home making it more difficulty for criminals to have successful crimes (especially for household thefts). Also, criminals are still human beings and like everyone else tend to favor being out during nice weather. Think of it this way, when you are most likely to be out so are criminals.
