You give him Apricorns. These are found around Kanto and Jhoto and are found on trees. Different colors of Apricorns make different poke balls. It takes one day, (24 hours) for Kurt to finish making the Poke Ball. Come back then. He'll be waiting.

Don't waste all your Apricorns though! There is more than one way to use your Apricorns. At the poke-atholon dome, towards the west of the door where you enter is an entire place where CPUs can give you tips about the Poke-atholon. One of them gives you a Apricorn blender. Blend apricorns and make apricorn juice. It can boost your pokemon's Poke-atholon stats.
