At Parrot Port, the colorful parrot is by the Trading Post, but he will give you the run-around before revealing his value. Get the cracker from the upper left inside Pete's Pub, then follow the parrot around.
You will have to swim in the sea before you can find him on the Trading post roof, then you have to block the smoke from the Pub chimney. Finally he will appear at the far right in a palm tree, and direct you to his owner (in the tower near the dock). Once you meet the pirate, use the cracker to lure the parrot to the tower.
