There are many boroughs that make up the inner city of London. These include the City of London, parts of the City of Westminster, and parts of Hammersmith and Fulham, among others.
London does not contain states - it's a large metropolitan area made up of lots of boroughs and two cities (the cities of London and Westminster are very small in the centre). It is difficult to define a state as distinct from a country. The official vew is that the United Kingdom of Great Britain and Northern Ireland is a Sovereign State, made up of England, Scotland, Wales and Northern Ireland.
A borough is a constituent division of some unit of governmental administration. For instance 32 constituent divisions together with the City of London make up Greater London London. Other countries use the term in a similar manner, for instance there are 5 boroughs of New York City
The City of London is one tiny municipality in the centre of the metropolis. London Region is made up of 32 London Boroughs. The London Region has an assembly (called the GLA) similar in powers to the Welsh assembly. London is the only region of England to have an elected assembly.
The five New York City boroughs are Bronx, Brooklyn, Manhattan, Staten Island and Queens.
London Docklands are no longer used for shipping purposes and have been redeveloped into high rise offices and residential use. Most of the office accommodation is new and most of the residential areas are converted from redundant Victorian commercial premises.
Rimmel. Get the London look.
The London Underground (Tube) serves the actual City of London, known affectionately as "The Square Mile" and Greater London. Greater London is made up of cities or 'boroughs' and are in the Coulnty of London. The tube serves many outlying cities as it stretches from the main 'circle' to places as far as Heathrow Airport but I do not believe there are any journeys more than an hour from 'Central London'.

London is referred to as a "metropolitan area" and "municipality", but rarely a "city". To consider it a city in the traditional sense is a bit off, as it is made up for many different "boroughs" (Westminster, City of London etc), each like an individual county and city within London, however the entirety of the Greater London area is under a single jurisdiction, which makes it in the most technical sense, a single city.
