Only Congress has "the power of the purse." Specifically, any appropriations bills must originate in the House of Representatives (not the Senate). Once an appropriation has been passed by both the House and the Senate, and signed into law by the President, then the President has broad authority to control how the appropriation is *spent*, but only Congress (starting with the House) can set aside the money in the first place.
The Department of Defense or the DoD is only able to spend the amount of money the Congress appropriates. The DoD requests a specific budget each year.
In the case of the United States, money for war is appropriated through a vote in Congress. If Congress turns down a bill that allows for more money for military action, the bill will not pass.

The Legislative Branch is the only part of the government that can authorize the borrowing of money. The Executive Branch can request the money be borrowed but cannot authorize it.
