The executive branch.
No branch of the U.S. government is responsible for mail service. The U.S. Postal Service is operates under the authority of the government, but is not a government agency or department.
Congress is the only branch of government that has the right to declare war. They also have the right and resposibilty of raising and funding armies.
The Congress can declare war and raise armies
All battles are battles of armies.
One example of how one branch of government can be affected by the other branches is through the system of checks and balances. For instance, Congress (the legislative branch) can pass laws, but the President (the executive branch) has the power to veto those laws. Conversely, the Supreme Court (the judicial branch) can rule laws passed by Congress as unconstitutional, thereby invalidating them. This interplay ensures that no single branch becomes too powerful and maintains the balance of authority within the government.
Government maintains it
In the Mediterranean area thousands of years ago, the Phoenicians and Greeks built navies to go with their armies, and since then armies have usually come first, but there have been a few exceptions. Thomas Jefferson is alleged to have wanted a small but powerful US navy, and no US army except in time of war.
