It was Montesquieu's idea to separate the government into three branches: a legislative branch to make laws, an executive branch to enforce the laws, and a judicial branch to make judgments based on the laws. This was called the separation of powers. (Which is the type of government the US uses.)

The executive branch is the most affected as it is charged with enforcing the federal laws on humane uses of animals and the federal animal welfare laws. The legislative branch gets involved in writing and passing those federal laws and the judicial branch either upholds the laws written by the legislative branch or strikes them down as unconstitutional.
