The executive branch is the most affected as it is charged with enforcing the Federal Laws on humane uses of animals and the federal animal welfare laws. The legislative branch gets involved in writing and passing those federal laws and the judicial branch either upholds the laws written by the legislative branch or strikes them down as unconstitutional.
