In the United States the legislative branch represents the individual States that elect Representatives the Washington DC. This branch is divided into two separate organizations. The House of Representatives and the Senate are the two branches of the legislative branch.

If the question is speaking about states that make up the United States then the answer in the Congressional branch. This branch sends elected officials to both the House of Representatives and to the US Senate. In the House the number of Representatives sent from any state depends on the size of that state's population.

In the Senate, each state send 2 elected senators to the Senate regardless of the number of people in the state.

The U.S. House of Representatives represents the people of the U.S., and the U.S. Senate represents the states. That is why until 1913 House members were elected by the people while Senators were elected by the state legislatures (now both are elected by majority vote of the people).

The U.S. Congress was designed as a compromise to balance the power between large and small states. In the House of Representatives, large states have the advantage that their share of representation is proportional to their share of the U.S. population. In the Senate, small states have the advantage that every state is represented equally.

Officially, state senate which is legislative branch but your state senate doesn't always do what benefits the people of their states opposed to what benefits themselves.
