Most cars use a pump on the engine for the Power Steering. The Cobalt uses an electric pump rather then the far cheaper mechanical pump. Avoid cars with the electric sterring pump, as the cost for replacement is VERY expensive and they can be a problem when the pump fails and you instantly lose steering.

Check your car handbook. A light suggests fault in the power steering. Old cars required oil, so if it is an old car check the power steering oil, but new cars have electric power steering so could be the fuse or the sensor. In any case it needs attention and will not be safe to drive
