It depends on the period of time you are interested in. Most people would identify the "bad sailor" as Bluto (starting in 1932) although for a short period of time his name was changed to Brutus. However Bluto/Brutus was not the only enemy the sailor man faced. There as also the Sea Hag (and here vultures) and Alice the Goon and her friends on Goon Island. During the wartime episodes Popeye also squared off with a number of Japanese and German villans. These are generally never seen in today's politically correct world.
