Peter the Great, Czar (Emperor) of Russia, built St. Petersburg as a "window to the west" as part of his efforts to make Russia more like civilized Europe than Asia.

St. Petersburg is nicknamed "Russia's Window to the West" because Peter the Great strove to make it like every other great European city rather than the Eastern heritage of Moscow. It can be confusing, though, since St. Petersburg has also been called Petrograd and Leningrad.
The Russian city historically referred to as "Russia's window to the Sea" is St.Petersburg located on the Gulf of Finland.

Peter the Great built St. Petersburg as a western alternative to Moscow. Moscow was too Asian and Byzantine for his likes, since he was a great admirer of the Western world. He built the new city more in the Western style and closer to the North Sea and ties to the West.

He wanted access to the Baltic to sea. St. Petersburg was built after the great northen war for Russia to profit greatly with the new access to the baltic. Many would also belive that Peter also wanted to gain Finland because it was bordered more to Russia then Sweden(do not tell a fin they are more Russian then swedish or you will regret it.). In the end Peter won the land and Russia still occupies it to this day.

Remove European influences. On the contrary, Peter the Great wanted to eliminate Asian aspects of Russia and adopt western styles and technology. This is why he built the city of Saint Petersburg near Finland and moved the capital from Moscow to there. He built the city using western style architecture rather than eastern. He travelled to France, England and other western countries, sometimes even incognito, in order to learn more about western methods. If Peter the Great is famous for one thing it is the westernization of Russia, which was virtually cut off from the western world.
Peter the Great wanted a new capital for Russia and a means to the ocean so he built St. Petersburg. Peasants built the city out of the swampy mud and thousands died doing it. He wanted to copy the capitals of Europe and managed to do so. It is the most northern city in Europe, connects the 141 islands with bridges, and is a city of pastel colors.
