Which city has no people in it?

Audacity has no people in it, but is in many people. Mendacity has no people in it and yet many people engage in it. There are no people who reside in felicity yet most of us aspire towards such an end and would like to be in a constant state of happiness. Capacity would seem to hold enough for people in it, yet no one resides there. Elasticity might help expand the capacity of cities but there are no people in elasticity. Perspicacityis a word where no people can be found and very few can be known to have it. Would that this answerer had it, then perhaps, instead of all this tenacity towards veracity, there would be a better answer.
