While this question is not especially well-posed, here are a couple of possible considerations.

Video typically conveys images in YUV colorspace. This is quite different from how we normally thing of RGB color in still images.

Video is most commonly conveyed with 8-10 bits per color-plane. Eight bits per color-plane implies 24 bit color depth, aka "Millions of colours." This is the minimum color accuracy required to deliver smooth gradations of continuous tone.

Ten bits per color-plane is commonly used to allow some latitude for imperfection in recording and transmission. This is sometimes referred to as "Billions of colours" in Apple-speak, or Hi-Color.
