There is no "Robin Beyond" if that's what you're wondering. Tim Drake (the second Robin from Batman: The Animated Series) appears in Batman Beyond: Return of the Joker, but never in costume. Dick Grayson (the first Robin) never appears in the series, although he is mentioned a few times and does have a role in the comic book series.

Her name is Harley Quinn (Dr. Harleen Frances Quinzel) first introduced as a villain on September 11, 1992, in the animated series Batman: The Animated Series, later adapted into DC Comics' Batman comic books. As suggested by her name (a play on the word "harlequin"), she is clad in the manner of a traditional harlequin jester. The character is a frequent accomplice and the girlfriend of Batman's nemesis the Joker, and is also close to Poison Ivy, from whom she gained her immunity to poisons and toxins, as well as her advanced physical abilities.
Harley Quinn (play on the word harlequin) first appeared in "Batman: The Animated Series" epidsoe "Jokers Favor". Since then she has appeared in many other series including comic books. Her first comic book was "The Batman Adventures: Mad Love", but it was written and drawn by Paul Dini and Bruce Timm (who were 2 producers in of the animated series and Harley's creators) the comic book revealed Harley's origins as an Arkham Asylum psychiatrist who fell in love with the Joker. The story was widely praised and won the Eisner and Harvey Awards for Best Single Issue Comic of the Year. Since then she has appeared in animated series such as "The Batman" and a small cameo appearance at the end of "Batman Beyond: Return of the Joker"
