It was Great Britain. Although Spain continued to be influential in Central America and South America, British ships interdicted much of their shipping in the late 1500s and into the 1600s. By taking New Amsterdam from the Dutch and Canada from the French, Britain consolidated their hold by the late 1700s, only to fall victim to their own mercantilism when nationalism took hold in the US.
