Humans most likely used various plants for medicinal effect long before there were ever countries. At the dawn of civilization there existed potent fungi (mushrooms), opium poppies, coca leaves, and many other medicinal plants. The inner portion of the bark of the willow tree is rich in salicylates (now compounded, pharmaceutically, as aspirin). And the list could go on and on.
