Somalia - the paradigmatic example of a failed state. The official government is less than a year old and controls only parts of the capital and a few small towns on the Ethiopian border. Prior to the past 12 months there was no government at all outside of the breakaway states of Somaliland and Puntland: Mogadishu, the capital, had no government of any kind (meaning no police, no public utilities, no laws - yes, no laws at all - not even traffic laws which wouldn't have helped anyway given the fact that there wasn't a single traffic light in the city of millions a year ago and most roads are washed out, unpaved disasters littered with the devastation of 2 decades of civil war).
