that is a very tricky question to understand but as I understand it the South America, Africa and the Eurasian continents all have countries who produce their own oil therefore they don't necessarily use the world's oil...
The US is the third largest oil producing country in the world, but we use about double the amount we produce, so we are also one of the biggest importers of oil. So, yes and no.
