The three institutions that the National Security Act of 1947 established was the Department of War, the Department of the Air Force, and the Central Intelligence Agency. The Act was signed into law on July 26, 1947.
The Department of Homeland Security is a US Cabinet Department that coordinates between the various policing agencies in the USA (FBI, ATF, etc.) and the CIA. The National Security Agency is an executive agency that maintains the US Cyberdefense and, increasingly, spying on Internet Activities.
