Since the only device listed that is capable of recording ANYTHING is the camcorder, that must be the answer (although many camcorders cannot record externally sourced video, only that from their builtin video camera). The CD player and mp3 player only play things and the scanner (depending on the type you are talking about) either scans printed material to image files or scans one or more radio bands looking for interesting signals, neither of which is a recording method.

What is a hybrid camcorder?

A hybrid camcorder is a camcorder which can record onto multiple storage mediums. The main classifications of camcorder storage mediums are 1) Tape (MiniDV, HDV, DV, etc) 2) Flash Memory (SDHC, MemoryStick, etc) 3) Hard Drive 4) Optical Media (DVD, Blu-ray, CD) Each has their own benefits and drawbacks, so a hybrid camcorder is a camcorder which can record onto more than one media. Will a digital camcorder record over itself on a flash memory chip?

Not by accident. The camcorder will record until there is no more unused memory on the chip, and then will stop recording. If you want to erase the chip and record something else, the camcorder will have a menu or command to format the chip, which will erase all data.
