They wrote the Topeka Constitution.
Senator Stephen A. Douglas believed that the voters in the Kansas Territory would elect to make Kansas enter the Union as a free state. One reason was that he believed Kansas' climate and the culture of its settlers were negatives on any pro-slavery outcome.
Senator Stephen A. Douglas believed that through popular sovereignty, the people of the Kansas Territory would vote to become a free state upon its entry into the Union. He believed that the settlers in the Kansas Territory had gone there to escape slavery and the competition of slaves in the labor market. As far as Douglas could tell, the people of Kansas were small time farmers who had little interest in having slavery as part of their economy.
The commonly accepted view in Congress was that left to themselves, the people of Kansas would follow the lead of Missouri and become a slave State. In addition, it was believed that Nebraska would be a free State. Basically the Kansas - Nebraska Act left the decision of slavery to the people. In May 1854 Congress passed this Act.
Happy because of Kansas being a free state----

Brown admired the Free-Staters for their resistance to pro-slavery forces in Kansas. He believed in using violent means to fight against slavery, and he saw their actions as justifiable in the fight for freedom.
Their motto was "Liberte, egalite e fraternite" literally meaning "Liberty, Equality and Fraternity" They believed that they could accomplish a free nation, a Republic, free from the monarchy and where every man was equal and shared a sense of brotherhood with their fellow citizen. It was really quite a communist/left wing approach to governing a country. It believed in the superiority of the peasant. Although the revolutionaries of France believed that they could accomplish a peaceful nation, soon the country was in the grip of The Terror - a time when bloodshed and death was common and everyday. Many of the people killed had done nothing wrong and had no fair trial. eg " A boy hanged for cutting down a tree of liberty"
The new settlers were known as the free soilers. Like the free soil party founded in 1848, free soilers worked to end slavery in the territories. The free soil party condemned the Kansas-Nebraska Act. The Kansas Nebraska Act let to "Bleeding Kansas" a mini civil war that erupted in Kansas in 1856. Many Northerners and Southerners went to Kansas in 1854. Determined to convert the future state to their view on slavery. To ensure that their respective side would win both Southerners and Northerners. Including Ohioans like John Brown and Henry Ward Beecher, advocated the use of violence.
The Kansas-Nebraska Act of 1854 called for "popular sovereignty." The decision about slavery was to be made by the settlers in Kansas rather than by outsiders. The decision as to whether Kansas would become a free state or a slave state would be decided by the votes of people in Kansas. Whichever side had more votes counted by officials would decide if Kansas would become a free state or a slave state. Kansas became a hotbed of violence and chaos as free state and slave state forces collided.
