I don't really get what your asking...? But I'll try and answer it :)
Horses have one toe (Their hoof). They also have a second 'toe' on the side of the knee of both front legs, called an acorn. It's like a toenail, so it falls of when it gets too long as long as they are eating a good diet.
Anyway...horses bear their weight on their hooves. A well horse will balance the weight evenly on it's hoof. Horses also pick up a leg, resting it or lay down for an hour at a time (They cannot lay down for longer otherwise they'll crush their insides. Foals can lay down for however long they want, since their very thin and light)
A horse with laminitus, a disease contracted from eating very sweet grass in Spring and Summer, stamps their hooves to get the blood to flow back up their legs, due to the effects of laminitus. A horse with laminitus also will put its weight on the front of it's hoof, to relieve the pain in it's frog. (The back of the hoof). This ruins the front of their hooves in most cases, making the hoof crumble.
Once a horse gets laminitus, they'll have it for life :)

It's possible. I think it depends on the horse and the bear. A small bear may not be able to run down a large horse, and the other way around. Terrain would factor in also. A bear when he charges can run as fast as a horse.
